Help regarding powder foundation and concealer?

so okay im so confused right now, which one should i apply first? because before i used to use liquid foundation first then concealer but now i dont know which one to use first, since the consistency is different and i might get it wrong! when i used concealer first last time then foundation, i noticed that by the end of the day my eyebags look white while the rest of my face turned into the natural state... any tips?!?!?! PLEASE.

foundation first because when you apply foundation, you can then see how much more coverage you need as the foundation will cover your skin somewhat & then you can see how much more coverage you need!
